From land acquisition to today
A dated account of the records and planning behind the programme.

The path so far

Land acquisition — the starting point
REA IMMO’s historical announcement states that on 12 February 2021 it acquired 400 hectares of land in Maluku, on the shores of the Congo River. Its development professionals planned an industrial city with vertical agriculture integration and mixed-use development. The announcement describes preliminary development, supported by professionals and a vision for the people of Congo; it does not establish completed construction.
- Recorded
Municipal memorandum recorded
A bilingual memorandum describes discussions with Maluku municipal representatives about agriculture, roads, housing, services, jobs and a development plan. It records proposed cooperation, not completion of those works.
Record: dated municipal memorandum. Bilingual original available after verification.
- Recorded
Land measurements documented
Supplied cadastral files contain surveys and boundary records for three Maluku parcels. Their areas and legal scope require independent reconciliation.
Records: surveys for parcels 24209, 24210 and 24211. French originals available after verification.
- Recorded
Land administration records assembled
The parcel files include late-2021 ministerial orders and 2022 registration and concession paperwork. These do not replace a current title search or legal opinion.
Records: administrative and registration pages contained in the three parcel files; independent current title review pending.
- Recorded
Early private participation concept drafted
A dated private memorandum described a proposed 126-hectare mixed-use and industrial concept. Its terms and old instructions are historical, not today's participation terms or bank instructions.
Record: dated historical private participation memorandum; not a current offer or current transfer instructions.
- Recorded
Programme presentations prepared
Dated March and June presentations described the city concept and displayed organisations. Appearance in a presentation does not confirm a current partnership or endorsement.
Records: presentations dated 15 March and 18 June 2025; confidential and not published.
- Planning material
Future development illustrated
A planning deck presents housing models, industry, tourism, schools and infrastructure as concepts. Its period is a planning horizon, not proof of construction milestones.
Record: 2026–2029 planning presentation; a proposal, not a construction record.

Client-Participant access Waitlist
Interest registration and outreach to prospective client-participants begin, building a waitlist for the Maluku Preserve City One programme. This stage brings together people who wish to learn more, records their interest and allows the team to prepare follow-up communications ahead of the bilingual portal launch. Joining the waitlist does not constitute programme approval or unlock restricted documents.
Record: interest registration and prospective client-participant waitlist.

Portal development begins
Development of the bilingual client-participant portal begins alongside the waitlist initiative. Work brings together the public programme information, registration journey, identity-review process, restricted document library and a separate staff review area. The portal is prepared in English and French, with access checks designed to keep private programme documents available only at the appropriate stage.
Record: bilingual portal development and preparation of registration, verification and document-access workflows.
- Scheduled
Bilingual portal launch
The bilingual portal is scheduled to launch to the public on 5 November 2026, offering registration, identity review, access-controlled documents and a separate staff review area. Prospective client-participants will be able to explore public programme information and begin their registration journey in English or French. Restricted documents remain subject to the relevant verification and access requirements; the full programme package follows approval and closing.
Record: scheduled public bilingual portal launch on 5 November 2026, with registration and stage-based access.
Reading the figures carefully
REA Immo’s portfolio comprises 450.3 hectares of titles free and clear; MP-City01 alone receives three 42-hectare concessions, totalling 126 hectares (311.4 acres). These are distinct from Maluku municipality’s area. The three historical surveys total about 124.69 hectares: they do not independently verify the whole portfolio or current allocation. Reconciliation and a current title search remain necessary. Six developers at 400–500 homes total 2,400–3,000, not the prior 4,000-home target; phasing remains to be established. Logos do not prove current commitments.
